Yes you need a website to put your adsense codes in place. Register for a free blog on either blogger.com or wordpress.com.
Create your personal blog and then create the ads in adsense.

Yes you need a site.
Purchase a website maker. I recommend serif webplus. (I have a copy if you are interested in purchasing it.) Design your site. Google will guide you through creating buttons and will give you a bunch of letters more commonly known as “HTML code”. Copy it and choose where to put it on serif webplus. When you publish your site, the place where you pasted the HTML code fragment will turn into ads and clicking on them earns $ .
The two main ads are:
1) Regular Ads. Look at http://congpalm.com/indexa.html or http://arshiurim.com The ads everywhere if you were to click on them I would earn some $ .
2) Google Search. As demonstrated by http://congpalm.com/google.html You can use the search bar like regular google. Any ads that appear on top and right of the results like before will earn money if clicked.
