What Is Google Ad Words ? That Is Spam ?? ?

I have joined in Google adwords but i have not pay to them , because of doubting . If you have good experience of Google Ad words and work very good .. I think First i should pay them and then give me to open and works many advertise customizes or campiagns and get more earns.. if you know this . please explain me … i request you to inform me how to doing this
